I believe he's trying to force the standard way of intrepreting the findings with regard to what he knows onto a system he knows little of or about. I would wonder about the other tech's suitability with regard to these types of systems. Then it could be considered overcharged and the recomendation is to remove. IE if it's charged to 100' and it's a back to back install.
The reduction of refrigerant charge is only usually done with very short lines. Which I didn't actually finish as I accidentally walked off a roof and bellyflopped onto tarmac breaking my wrist, elbow, 2 ribs, jaw and it left a huge gash under my chin.
In 25 years I have only ever installed one Sanyo.

The builder who is getting impatient with me, called in another company to service the unit which really pissed me off but thats another post. The instructions do not say anything about removing charge for shorter lengths to my knowledge. Now the instructions say that there is enough refrigerant for up to 100' of tubing. When I installed the unit I pulled a good vacuum (500 microns) well below the recommended spec (5 torr). Shortly after condenser comes on (approx 2-3 min) Green LED starts blinking (No apparent sequence just blinking) Shortly after LED starts blinking (Approx 2-3 min) compressor shuts down and outdoor fan motor continues to operate for approx 1 min. Sequence of operation: Indoor fan comes on, green LED is steady (not blinking) Indoor fan runs for approx 1 min and condenser comes on. Lineset is 5/8 X 3/8 and is Approx 50' in LengthĮvaporator is approx. I would like to thank you guys in advance for any comments/suggestions you may have for me. By the way Fujitsu's tech-support is superb. Of course when they call, I dont get to my phone in time and the process starts all over the next day. I tried to call tech-support several times and they actually make you leave a message and someone calls you back 4 hours later if your lucky. I usually do not use Sanyo (I prefer Fujitsu for a number of different reasons) but the application called for features that only the Sanyo seemed to offer. I am having trouble with a new Sanyo ductless split I installed. Our 20th year anniversary is May 21, 2020.
